Okay, there is a significant difference (31%) between these two GPUs on Low settings but probably that will not be important for most people because the smaller GPU can deliver 369 FPS which is enough even for 300 Hz displays. On Medium and Very High, the difference is just negligibly small. So, in this case, the RTX 3070 (130W) is the smart choice.
